| Abstract: | Ever since July 1994, when Leonid Kuchma won the Ukrainian presidency, his promarket reform ambitions have been faced with determined opposition from a parliament, or Rada, dominated by left-wing communists and neo- communists. Parliamentary obstruction has slowed the privatisation process, held up the privatisation of large firms , and barred from any question of inclusion in Ukraine's voucher-based mass privatisation scheme some 6,000 listed industrial businesses in so-called strategic sectors. |
