Abstract:The three Baltic Republics of Estonia, Latvia and Lithuania are usually placed near the top of the class of post-communist countries in central and east Europe and the former Soviet Union, which have been busy re-installing market economies and political pluralism. Estonia certainly is. It ranks alongside the Czech Republic, Hungary, Poland and Slovenia in post-transition achievement. It began early and has been implementing reforms ever since, claims Colin Jones.
