Abstract:Oil and gas firms seeking to capitalize in the vast reserves available in the Soviet Union should recognize that penetrating this market is a difficult road fraught with uncertainties and instability. The investor needs to cement business and government relations , gain a reputation within the USSR or specific republic, and learn how to operate in the dramatically different new environment. The Soviets need USA capital, technology, management skills, and expertise. The United States needs their oil. Although the risks may be perceived to be high to enter this market, there could be even higher competitive risks of being left out.
