Abstract:On 11 December 1997, 160 countries reached a historic agreement in Kyoto, Japan, on limiting greenhouse gas (GHG) emissions. This article will examine the relationship between GHG emissions trading and the world trading system. Section II explains why emissions trading is considered to be the most promising way to control GHG emissions. Section III discusses the basic requirements for setting up a successful emissions trading scheme. Sections IV addresses some trade-related aspects of emissions trading.
