Abstract:In China, it is still the government that bears the whole responsibility of floods provisions and relief and takes basically the engineering approaches to reduce the calamity potentials. In fact, the flood issue should be studied at a strategy level. 1) Equal stress should be laid on both the flood control works at the lower reaches and the comprehensive control of the calamity environment at the river valley area as well as the engineering and non- engineering measures; and the voluntary participation of the people under the government should be addressed. 2) The flood insurance should be established as the main policy for floods disaster control and the main approach for socializing the disaster control. At the meantime, scientific and technological components should be increased for disaster control and relief actions.
