| Abstract: | We should try to establish the objective responsibility system of State-owned enterprise "three-year reform and elimination of deficits" and make every possible means to achieve the goal. We must accelerate the industrial readjustment and reorganization, try to improve the quality and efficiency of economic operations, amplify the performance degree of enterprise merger and bankruptcy, laying-off of redundant personnel and re-employment, continue to implement the establishment of enterprise institutions, push forward enterprise technological progress and improve their technological innovation ability, try to rectify and standardize marketing order, encourage enterprises to open up markets both at home and abroad, strengthen enterprise management and pay attention to the build-up of leading body in enterprises. |
