Abstract:It is described how a steering committee used a decision analysis procedure for the tasks of allocating budget among environmental and health research projects in support of a commercial-scale synthetic fuels facility. The use of a formal approach to decision making is motivated, in part, by the fact that the funding requirements for the projects proposed in the different technical areas exceeded the available budget by more than a factor of two. Health and environmental experts established objectives and considered research needs, costs, and the availability of data. It is described how the steering committee used the decision analysis procedure to manage this complex problem.
