| Abstract: | Under the background of the unbalance of economic development and the complexity of attracting capital, we should carry out active the policy of dissimilarity of national treatment instead of a single solution for diverse problems in foreign-capital enterprise. Different usage of capitals could make a different quality and quantity of the foreign-capital appropriate to the industry policy and the need of the attracting capital, and make the allocation of national and international capitals in the best affairs. |
