| Abstract: | The real unemployment rate in urban and counties have been more than 7% in fact but could be borne. The leading reason is to put the large sums of the social costs into the one of the national enterprise for solving employment problems. The ways, which the redundant employee are unemployed and retired inner, digest the cost that society should bear and bring the result of reduce the enterprise' market competitive efficiency. So, there are too much costs in the men or matters for carrying out the system of the national enterprise but also strategic structural transfer. It's an extremely urgent for the national enterprise reform is how to collect and transfer this tremendous costs. |
