Abstract:The nature of China's Internet has shown rapidly grow, and the number of Internet users will reach 7 million soon. According to estimation on the future 5 years, the number of internet users in China will be 30 million in 2003, in this case, economy of scale will be shaped, and simultaneously a new sector will be created. Certainly, e-commerce will be the most rapid growing industry. It is estimated that the value of on-line transaction will be 3.8 billion in China in 2003. In addition, the key to develop this new-type economy is to stipulate a legal principle complied with market economic planning.
