| Abstract: | Four basic conditions have been possessed for the development of the west areas. Firstly, general living standard of Chinese people has achieved comparatively well-off. Secondly, Guaranteed by the stronger comprehensive national power and abundant material foundation, China has the capacity of strengthen supports to the west areas. Thirdly, exploitation and development of the west areas over the past five decades have laid foundation for the coming development of the west, and also created material conditions to some degree. 4. initial establishment of market economies creates systematic conditions for the development of the west. |
