Abstract:During organizational decline, the administrative component grows in some organizations and shrinks in others. Why do such differences occur? In a study of USA railroads, efficient organizations were found to be most prone to make administrative cuts. Furthermore, railroads making such cuts improved their chances of long-term survival. The impact of decline on structure is examined. The literature of decline is reviewed. Some predictors of decline are identified. The cases and phenomena of mismanagement protecting the administrative component (or even enlarging it) during decline are discussed. The impact of national culture on managerial responses to decline is considered.
