Abstract: | The author suggests that changing political attitudes in the 1990s will force through a subtle change in emphasis so that "quality" again becomes a word whose meaning is clear and unambiguous. Concentrating on the strategic level of decision-making, individual public sector institutions need to be allowed to determine their own distinctive missions in the context of clear planning agreements for their particular sectors. Achieving quality depends largely on enabling individuals to exercise their own judgement within an agreed framework of objectives. |
