| Abstract: | The authors set up a framework permitting analysis of the difficulties of financing and organizing the provision of health care in developing countries. They describe the operation and interaction of the components of the typical pluralistic structure (universal public system, small private system and schemes for formal sector workers) and review constraints on resource allocation and planning, management and administration. Acknowledging the need to accept a second-best formula in the foreseeable future, they propose strategies to increase resources and achieve distribution to the whole population via a three-tier solution offering different but mutually reinforcing levels of service, with an independent supervisory body. |
