Abstract:The enormous changes currently taking place in the world economy (globalization of production, emergence of trading blocs, regional free-trade areas) are paralleled by the emergence of local, but often cross-border, economic initiatives and industrial networks. The author studies the risks associated with these new kinds of intermediate organization and the forms of political and institutional cooperation needed to harness such local development. The author shows that industrial and employer associations, trade unions, consumer groups, civil rights groups, environmentalists and others can take an active part in local economic life.
