| Abstract: | At present, in the process of changing the enterprise's management system, the changes of the management function of the government lag behind. The enterprises have difficulties in arranging large amount of extra labor force while puzzled by the debt chain. The burdens of enterprises keep increasing. It is difficult for quite a few of managers to meet the needs to change the enterprise's management system. It is urgent to simplify the administrative organization as soon as possible and to change the management functions of the government. The social security system supported by the state, enterprises and workers commonly and rationally should be set up and perfected as soon as possible. The market system should be amplified. |
