Abstract:Price sensitivity has always been a key factor in U.S. International Trade Commission (ITC) antidumping (AD) and countervailing duty (CVD). This article has three parts. First, the different price-sensitivity measures relevant to ITC injury determinations and their implications for ITC are described. Second, recent ITC opinions are surveyed to illustrate how the different measures have, in fact, affected ITC determinations. Third, a graphical representation of how the various price-sensitivity measures will affect the outcome of an investigation is presented.
