Abstract:The Rev. Carl McIntire's Radio Free America, and Radio New York International are the only unlicensed stations to broadcast to th U.S. from ships located outside US territorial waters. The government's reaction to them was examined. The courts held that though any citizen may exercise First Amendment rights of freedom of speech, these rights don't extend to the use of broadcast channels without a license.
