| Abstract: | 30 years ago the world's carriers set up a system of international payments. The origins, nature and possible future of the current international accounting and settlements regime are analysed. In the light of the new phase of development of the telecommunications network, the change of the past arrangements is inevitable. The options for change and their likely consequences are assessed. |
