| Abstract: | The paper reviews how training can help achieve the changes of attitudes, values and authority needed for organizations which have been state monopolies to be effective in the more risky conditions of privatization and competition. The The consequential changes in organizational relationships are the most difficult for experienced people. Structures and personal roles are affected. Structurally, the number of levels in organizations tends to decrease, towards the retention of only three levels with distinct roles. |
