Abstract: | All governments have dual functions, i.e. social functions and class functions. Essentially speaking, the function of a government is to ensure fairness and efficiency of the society. Equalization is not fairness and it only leads to low efficiency. The economic function of the government occupies a particularly important place. The exact slogan should be to invigorate state-owned assets on the issue of state-owned enterprises. The management over state-owned assets does not equate to the management over State-owned enterprises. So, the government should have an entirely new understanding of the change of functions under the market economy. |
