Abstract:When sanctions are imposed on a nation-State by other members of the international community, the desired effect is a change in the behavior of the government which is the target of the sanctions or, if that result is not forthcoming, to provide an incentive for the citizens of the target country to replace their government. If one examines the record regarding the actual effectiveness of sanctions, there is little evidence to indicate that they have achieved their objectives.
