| Abstract: | The successful secret is composed of three breakthroughs. One was that the enterprise mechanism under planned economic system was broken through, the functions of government was separated from those of the enterprise, and the owner was separated from the manager. Another was that contracting broke through the unified state control over income and expenditure and then exerted influence on planned economy. The other was that contracting of all workers and staffs in the Capital Steel Co. was an important breakthrough of contracting. |
