| Abstract: | The efficiency of property rights comes from the clear-cut definition of property rights and high efficiency of implementation. The public characteristics of state-owned property rights decides that the appreciation of state assets can be realized only by the operational form of trustor-agent. However, the drawback, in two aspects-- inspiring and constraining, resulting from the phenomenon of the trustor-agent with chinese characteristics, that is, there is a controlling relationship between the higher-level administrations and the lower-level administrations and there are many levels of agents with the nature of monopoly, who adopt an indifferent attitude, lead to the low efficiency of agents. |
