Abstract:After reform and opening up, the input into central-west China has been decreased obviously. As the state's transfer payments from the eastern area to the central and western areas have declined by a large margin, their gap with the eastern area in investment in fixed assets has widened increasingly. To achieve the goal of narrowing their gap, the input into the central and western areas must be strengthened: 1. Policy input. The preferential policies should be implemented in investment in credits. 2. Fund input. 3. Project input. The investment in railways, main trunk highways, airports and post and tele communications facilities in the western area should come from the state.
