Abstract:Slovenian pension and disability insurance system is very flexible, since it provides pension and disability insurance to virtually every adult inhabitant, while taking their interest and economic posibility into account.Hoverer, the system burdens various categories if insurees with contribution payments very non-uniformly.As twice to eight times cheaper insurance of certain groups of insurees is not a consequence of that much lower level and scope of rights, but primarily a consequence of some more or less hidden facilities of payments, subventions and privileges.State budget troubles often tried to be solved by not paying the contributions of employers. In view of problems mentioned above, insurance companies' principles should be reintroduced into the pension and disability system. Moreover, the scope and level of rights should be bound to the actual amount of paid contributions. The system will only approve the insuree's pension period, in which the contributions were actually paid, either by theirself or by their employer.
