Abstract:Membership in the European Union is the highest foreign policy priority of the Central European Countries. But, as the 1996 Intergovernmental Conference shows, the European Union itself has a lot to do with the matters left unfinished by the Maastricht Treaty.The approaching Eastern enlargement, though not on the agenda, brings in new perspective.If Central European Countries are to enter the Union as soon as possible, they have to understand the positions of the member Countries.Only then they will be able to turn the present arguments against enlargement into favors and choose the right strategy when bargaining for their preferred option of early and full EU entry.Briefly: "Think Big, Act Small!" p.35)
