Abstract:This paper discusses both internal and external factors affecting the development of Pudong New Area's functions and puts forward the following suggestions concerning how to develop Pudong's functions: First, efforts should be concentrated on the development of three districts. Lujiazui with financial function, Zhuyuan with commercial function and Jinqiao with manufacturing industry function, and outside investment in these districts are mainly invited. Second, there should be a unified planning for the whole city. A scope of 5-6 square km including Lujiazui, Waitan and Zhuyuan is defined as Shanghai Central Business District (CBD). In the short run, it is necessary to start at once the construction of two tunnels for passengers, which will closely link the CBDs on both banks of Huangpu River.
