Abstract:This study outlines and illustrates the application of a comprehensive framework for the systematic assessment of environmental management strategies, using Hong Kong's solid wastes as a case. The framework helps to make the process as explicit and open as possible , while the specific findings of the assessment depend on the ratings of applied to the vatious criteria by the decision-makers. In Hong Kong such openness has not been a hallmark of environmental policy decisions. One feature of this solid waste policy assessment is how little influence exercised by those evaluation criteria which are not part of the government screening system.
