Abstract:At present, China's national economy is too large in scale, and enterprises are over extended and distributed too widely in departments and fields. In terms of micro formation, the organisational form and operational mode of enterprises also seem single. Under the present condition , the mixed economy should become a basic orientation of goal in the reform and development of state-owned enterprises. This will involve the issue of non-nationalisation-oriented transformation of state enterprises. Meanwhile, it is very important to combine organically and make a combined use of the industrial standard of "grasping the key and letting go the general" and the scale standard of "grasping the large and letting go the small" . The ways of reform are selling at market, non-market transfer, increasing funds and enlarging stocks, turning state capital into a form of debts
