| Abstract: | To solve the problem of labor and employment in Shanghai, a synchronous plans for adjustment of economic structure and employment structure, and the necessary strategy for implementation should be made. During the Ninth five-year Plan period, the measures to be taken for full employment are as follows: 1. reducing the market supply of labor force, 2. increasing the market demand for labor force, such as developing community service, practicing many forms of recruitment and organizing the activities of providing for and helping one self by engaging in production, 3. promoting the combination of supply and demand of labor force including perfecting make employment mechanism and social insurance, strengthening the function of service for employment and encouraging the units of recruitment to absorb laid-off workers, and so on. |
