Abstract:A great disparity exists between punishment for violators and willingness to pay for threatened and endangered (T&E) species. The level of fines does not appear to compensate the nation for the taking or loss of a T&E organism. The fact that the actual average fine is very low would seem to ensure that some level of takings will continue to occur in the future.
