| Abstract: | China's present enterprises include state-owned enterprises without transformation of system, the state-controlled holding companies and civilian-run enterprises. The results of analysis of their policy-making systems show that the systems of the three kinds of enterprises are all not best and so need to be improved. The following measures should be taken: The model of real collective policy decision should be established through reform towards pluralization of property rights. The internal power distribution structure of decision makers be rationalized. The executive rights of policy decision be concentrated in the hands of general managers through the reform of enterprises' leading member-appointing mechanism and by establishing the related incentive and restraint mechanisms. |
