Abstract:During the 1980s, a great deal of emphasis was placed on software productivity improvements. New technologies were explored and advocated that were claimed to give "orders of magnitude" improvements. During the 1990s, the emphasis has swung to software quality. Again, new technologies have been explored and advocated to give similar improvements. Yet there is little evidence of dramatic change in either the productivity of software developers, or the quality of the products they produce.
