Abstract:Since reform, a small number of local government officials in power have been keen on "reforming" in system and the shareholding system transformation in pact, has been changed into the carving up of state-owned assets. It is attributed to the following: The government's continuing to directly participate in micro economic activities has enabled some power to participate in distribution in form of marketization, to some extent. The fact shows that power's monopolizing production factors doesn't benefit the development of market economy, harm income distribution and can also derive a lot of government merchants and "intermediaries" attaching themselves to power stratum, thus dampening the enthusiasm of the masses in participating in reform.
