| Abstract: | In some countries, the governments charge mainly basing on the management need. The fund of public demand is met mainly by collecting tax. There are various kinds of much unbudgeted funds, but they aren't established by charging. Chinese government charging system is very chaos, and the scale is large. It produces immeasurable negative effect on Chinese politics and economy. Although the government has adopted some measures, the effect is little because there exist profound root reasons of society, politics, and system. We can thoroughly resolve the confusing charging problem only when we realize democratic management and rule by law, strengthen the function of tax, realize local financial governing autonomously, cancel the system of un-budgetary funds, thoroughly reform the governmental institutions. |
