Abstract:On 7th, Dec. 1998 the banks cut down their interest rate and brought along a little fluctuation of inhabitant's saving. And the saving still hold the tendency of increasing, which has close relation with their saving motives and consumption: most inhabitants haven't get rid of poverty. They hae a limited income, saving is still the main form of accumulating wealth. The laid-off workers have heavy psychological pressure to rashly use their saving for consumption: marketization of housing and reform of medical insurance system. Although China pursues the policy of encouraging buying houses, cars and cutting down interest down interest rate, which purpose is to distribute the saving, the result is still unsatisfactory.
