Abstract:This paper analyzes the positioning of roles of the government and enterprises under the system of modern market at the angle of right distribution. The essence of modern market system is the rational distribution of right between subjects. So how to build a rational right structure between enterprises and the government is the key to the establishment of modern enterprises. In the modern market system, the correct positioning of the government's role is to "operate the rudder" according to law. To establish the modern enterprise system, first, we must eliminate the control of administrative power over enterprises. Second, we must strictly distinguish between the right of state-owned property and administrative power and construct the special, economic and non-administrative subject of managing state-owned property.
