| Abstract: | The policy to perfect the market issuing the national debts is: to properly control the scale of national debts; to optimize their variety and time structure; to make the interest rate marketalization and strengthen the working out of law and regulations. The policy to perfect the market circulating them is: to establish a unified system of their trust, clearance and settlement on the national scale; to introduce the system of dealers for concentrated management and of offering the net price; to strengthen the management of the buying back of national debts and develop the investment fund for national debts. |
