| Abstract: | High quantity and low quality are feature of man-power-resources in middle and western parts. Shortage of man-capital accumulation is the main obstacle of social and economic development in these parts which affects improvement of medical health resources and educational infrastructure. The policies are to enlarge educational investment and rise educational funds' proportion of local financial expenditure, reduce unnecessary employee and executive expenditure, make up local educational development fund system, attract foreign investment on education and cooperative open schools. |
