Abstract:It is examined how regulations to curb emissions affect public utility pricing regulation when regulators act non-cooperatively. It is shown that, when there is limited information on fixed abatement costs, an environmental regulator prefers an emission tax over an output tax or a lump sum environmental tax. The public utility regulator prefers the lump sum tax regime.
