Abstract:The authors consider the role of government in transition economies and state that the potential role of SMEs in transformation includes: generating employment and thereby contributing to absorbing labour surpluses which result from economic restructuring; contributing to the development of a diversified economic structure; contributing to the development of a supply base to serve the needs of large firms (including inward investors and state owned enterprises); and being a source of innovation (in some cases). The paper states that it is appropriate to consider the various ways in which the state can influence the nature and pace of SME development as well as the various transition paths in relation to SME development, before turning to what has actually happened in practice.
