Abstract: | The greenhouse gas emissions could be reduced if the transportation sector had a consistent policy. However, divergent cost estimates difficult the policy making. This article presents a hybrid energy-economy policy model, which has both the bottom-up and the top-down models' qualities: it is technology rich but has empirically estimated behavioural parameters for risk and technology preferences. The model is applied to a case study where policies are seeking to affect the choice of personal vehicles. |
