Abstract: | Following the targets set in the U.K. and Sweden, there was a target set in 2004 by the Dutch Ministry of Education: By 2010, appr. 50 percent of the age cohort should participate in higher education. This article deals with possible instruments to achieve the target analyzing their relevance in the Dutch context. |
