Abstract: | This paper discusses the findings of a study exploring the implications for democratic practice of collaborative working through public sector partnership (here as: p-ship./p-ships.) arrangements. Through a study of multiorganizational p-ships. in two local authority areas, a problem for policy makers to address are identified by the research: p-ships. are flexible management tools, but exhibit a democratic deficit in terms of the rules and procedures of public governance when measured against a benchmark of elected local government. P-ships. are in, but not of, the community. |
