Abstract:The paper discusses how to get and how to maintain a customer-focused culture, and in particular, how to understand the key components of organizational culture. The paper also investigates the condition of Iran's public sector as a developing country in relation of customer orientation and customer satisfaction. It can be seen that there have been attempts for developing a customer oriented culture within Iranian governmental organizations, but they have not resulted in successful outcomes.
