| Abstract: | This paper assesses the results of active labour market programmes for Danish welfare benefit recipients to employment, concentrating on private sector employment (PSE) programmes. With a latent variable model allowing for heterogeneous treatment effects among observationally identical persons, a commonly defined mean treatment effects and the distribution of treatment effects are estimated. We find no significant mean treatment effect of PSE programme participation when compared to participation in other programmes for PSE programme participants. Nevertheless, we find considerable heterogeneity in the treatment effects, and the ones most likely to participate in PSE programmes are those benefitting the least from such programmes. |
