Abstract:In 1982 the Burlington plant of International Business Machines was faced with a reduced demand for memory chips. Management recognized a larger underlying problem: failure to adapt quickly to a changing environment. The short-term problem could be solved by work force reduction and redeployment. Efforts to avoid job-security crisis was supported by human resource planners. A contingency plan was developed that rank-ordered the available work force reduction tactics from eliminating temporary workers to most drastic involuntary transfer to other IBM plants.
