Abstract:The Federal Trade Committee's 1983 policy statement on the meaning of deception is discussed. The statement is placed in historical context and relations between the statement and other FTC documents including the 1980 policy statement on unfairness and recent FTC options in consumer protection cases are also discussed. Considerable attention is given to the specific elements of deception,the concrete meaning of those elements, and likely implications for future policy and for the role of consumer research. Since recent developments on deception policy are certain to have an impact on advertising regulation and practice,the article is intended for marketing managers and scholars.
