Abstract: | Characteristics of professional bureaucracies in human services organizations /HSO-s/. They are highly decentralized, participative, and communicative so that come close to the models that OD practitioners hold as ideals. However the integration of professionals into a professional bureaucracy has always been problematic. Task indeterminacy is certainly a problem for HSO-s. Three problems originating from diffusion of authority are: administrative "anomie", establishment of personal regimes, and withdrawal from interaction with other organizations. Moving professional bureaucracies /schools, hospitals etc./ from a position of dispersed to cumulative power may therefore be necessary for organizational development. |
